LANDSRAAD CONGRESS shall hence forth be representative of each House of the LANDSRAAD. Each House will thus have ONE designate to serve as their liaison to the CONGRESS. LANDSRAAD CONGRESS shall be structured with a body of three, known as the LANDSRAAD HIGH COUNCIL, elected to OVERSEE. Of the three, one shall be selected as CHAIR to OVERSEE the LANDSRAAD CONGRESS MEETING. LANDSRAAD CONGRESS shall be the forum in which to CONVICT another HOUSE of VIOLATION against the Forms. LANDSRAAD HIGH COUNCIL shall be determined by majority vote of the LANDSRAAD CONGRESS. LANDSRAAD HIGH COUNCIL shall hear charges against the Judge of Change and by unanimous vote, remove the Judge. LANDSRAAD HIGH COUNCIL has the right to bring a matter to the floor without having co-sponsorship of another three Houses. LANDSRAAD HIGH COUNCIL has the right to bring a matter to the floor to be voted without amendment if agreed up by at least two of the three HIGH COUNCIL members. LANDSRAAD HIGH COUNCIL members shall serve a term of six (IC) years, staggered by eight months between terms. Any HOUSE nominated and seconded on the LANDSRAAD CONGRESS floor may run. If none are clearly majority, two highest shall participate in a run-off. LANDSRAAD HIGH COUNCIL shall elect amongst themselves position of CHAIR, who shall oversee meeting processions. LANDSRAAD HIGH COUNCIL shall elect amongst themselves position of SECRETARY, who shall receive and record formal proceedings such as Kanly and War of Assassins declarations. LANDSRAAD HIGH COUNCIL members shall be recalled only by a two-thirds vote by the LANDSRAAD CONGRESS. Motion must be made within the LANDSRAAD CONGRESS in the proper form. LANDSRAAD HIGH COUNCIL members shall be replaced with the three highest receivers of votes to serve out the remaining portion of each respective term, highest vote getter receiving the seat with the longest term remaining. LANDSRAAD HIGH COUNCIL may initiate the PROCES VERBAL by majority vote. --------------------------------------------------------------------------- & Houses --------------------------------------------- Last Updated: 07/22/1998 ---- ** Section 45 ** The Forms must be obeyed. A HOUSE, recognized by the LANDSRAAD, may only have one of two designations MAJOR or MINOR. EITHER is subjected to the Forms established by the Great Convention. HOUSE MAJOR shall control at least ONE planetary fief. HOUSE MAJOR shall have absolute rule over their subjects as long as such actions are not treasonous. HOUSE MAJOR, upon gaining such title, shall become a part of the LANDSRAAD CONGRESS. VOTES, within the LANDSRAAD CONGRESS, shall be determined on basis of population, number of fief, number of HOUSE MINOR, and status of HOUSE within the LANDSRAAD. HOUSE MINOR shall control at most GOVERNORSHIP over a HOUSE MAJOR fief. HOUSE must be sponsored by three HOUSE MAJORS. Majority vote, in 3 successive sessions, from all LANDSRAAD CONGRESS members, including IMPERIUM and GUILD, is required to attain final status. COMBINE HONNETE OBER ADVANCER MERCANTILES (CHOAM) shall oversee all economical transactions throughout the LANDSRAAD. CHOAM shall oversee the awarding and length of terms of contracts. CHOAM shall control every legal transaction as pertaining to economical terms. CHOAM DIRECTORSHIP shall have three Transitioning positions, two elect by the shareholders, one selected by the IMPERIUM. CHOAM DIRECTORSHIP, granted from the shareholders, shall require nomination and majority vote to attain position. CHOAM DIRECTORSHIP, granted by the shareholders, require majority vote to unseat only the two placed. CHOAM DIRECTORSHIP, granted by the IMPERIUM, TRANSFER OF FIEF by the IMPERIUM to unseat only the one placed. IMPERIUM, as right of Title, hitherto may demand TRIBUTE. IMPERIUM may, if so chosen, appoint a COMPTROLLER, whose duties are to oversee the collection of said TRIBUTES. The COMPTROLLER may then designate a staff of IMPERIAL AGENTS who shall assist in the collection. TRIBUTE levied onto the LANDSRAAD shall be apportioned on an EQUAL basis to all. TRIBUTE shall be in the form of monetary tax on the profits of the HOUSE MAJOR. IMPERIUM, as right of Title, hitherto may QUARTER Troops on each planet in the IMPERIUM. Host PLANET must provide shelter and provisions for said Troops of a specific agreed upon number. Should said troops become involved in militarist actions upon Hose PLANET, the HOUSE has cause to petition the LANDSRAAD HIGH COUNCIL for REDRESS. FAILURE to allow brigade on-planet shall be treated as TREASONOUS and fall under PROCES VERBAL. --------------------------------------------------------------------------- & CONCUBINES --------------------------------------------- Last Updated: 01/18/99 ---- ** Section 105 ** The Forms must be obeyed. A CONCUBINE is defined as: A woman that is bound to a Nobleman who is not married to that Nobleman. A CONCUBINE holds only the title with which she came and does not inherit that of the Nobleman. A CONCUBINE may at any time be released from service to the Nobleman. Rank of a CONCUBINE within the House is determined by three factors in set order: Rank, Favor, Age. As thus, order shall be maintained within the Household. All offspring of a CONCUBINE recognized by the Nobleman become rightfully part of ascension within the House. --------------------------------------------------------------------------- & TRANSFER OF FIEF --------------------------------------------- Last Updated: 07/22/1998 ---- ** Section 154 ** The Forms must be obeyed. DECLARATION of a TRANSFER OF FIEF, resultant from conflict or otherwise, shall be presented before the LANDSRAAD CONGRESS. A JUDGE OF CHANGE shall be appointed by the IMPERIUM and the LANDSRAAD CONGRESS. JUDGE OF CHANGE shall be presented by both HOUSES agreed upon DATE OF CHANGE. DATE OF CHANGE shall be the official date, as recorded by the CHOAM, that the assets exchanged hand. (Continued in Transfer2) --------------------------------------------------------------------------- & TRANSFER2 --------------------------------------------- Last Updated: 07/22/1998 ---- TEN days prior to the DATE OF CHANGE, the existing HOUSE along with all of its members and citizens shall vacate the planet, removing all personally belongings. The new incubate HOUSE shall arrive on the DATE OF CHANGE. During the interim, the JUDGE of CHANGE shall oversee dealing with said assets. All property bound to the land shall be transferred to the new incubate HOUSE. This includes but is not limited to: 1. Buildings and structures established upon the land. 2. Commoners who have not be declared formal Citizens of previous Household. 3. The IMPERIUM, as right of Title, hitherto may LEVY CONSCRIPTS. CONSCRIPTS levied onto the LANDSRAAD shall be apportioned on an EQUAL basis to all. LEVY CONSCRIPTS shall equate the amount of one trained brigade per annum. A HOUSE may chose, in lieu of a brigade, to contribute a FEE equal to the cost to train new troops to levels acceptable as Imperial agents. FAILURE to meet LEVY by a HOUSE shall be meet with harsh penalties as decided up by the IMPERIUM. --------------------------------------------------------------------------- & Word Bond --------------------------------------------- Last Updated: 07/22/1998 ---- ** Section 248 ** The Forms must be obeyed. WORD BOND shall be a VERBAL or WRITTEN guarantee by any Noble born of the safety of another or a group of others. WORD BOND shall allow PARLEY of those in safety without fearing attack from either party. VIOLATION of WORD BOND is considered TREASON, falling under PROCES VERBAL, and grounds for EXILE. --------------------------------------------------------------------------- & MACHINES --------------------------------------------- Last Updated: 07/22/1998 ---- ** Section 251 ** The Forms must be obeyed. No MACHINE is made in the likeness of a HUMAN mind. VIOLATION of which will result in immediate forfeit of life, property, and title of parties and those associated. JUDGEMENT of such shall be determined by the LANDSRAAD CONGRESS and implemented by the IMPERIUM. --------------------------------------------------------------------------- & Atomics --------------------------------------------- Last Updated: 07/22/1998 ---- ** Section 198 ** The Forms must be obeyed. Use of ATOMICS against humans shall be cause for planetary obliteration. Use of ATOMICS against the direct attack of property that will result in the decrease of value of any CHOAM CONTRACT. PENALTY of which will be decided upon by means of PROCES VERBAL. All FAMLIY ATOMICS must be declared with the SECRETARY of the LANDSRAAD. 1. ATOMICS shall be obtained ONLY through the proper contracts set forth by CHOAM. 2. ATOMICS shall be marked with the seal of the IMPERIUM and a serial number to be tracked by the SECRETARY of the LANDSRAAD, thus distinguishing it as genuine. 3. ATOMICS are to be stored within the confines of owning HOUSE. 4. ATOMICS may be rigged for automatic retaliation should one HOUSE be utterly destroyed by another. Method must assure it follows the two restrictions above as to target of attack. 5. The LANDSRAAD HIGH COUNCIL, voted upon by the LANDSRAAD CONGRESS, reserves the right to audit any existing ATOMICS and associated rigging as per listed previously. --------------------------------------------------------------------------- & Dictum Familia --------------------------------------------- Last Updated: 07/22/1998 ---- ** Section 203 ** The Forms must be obeyed. HOUSE members shall not SLAY member of a HOUSE MAJOR outside the terms of KANLY or WAR OF ASSASSINS. HOUSE members shall SLAY member of a HOUSE MAJOR within the terms of KANLY or WAR OF ASSASSINS by proper Form. SLAY shall be defined as the act of assassination through poisons or militarist actions. INDIVDUAL voluntary acts shall not fall under this proceeding. SLAY shall be restricted by: 1. NO EXPLOSIVES or other devices of mass destruction 2. NO POSIONS not in the Assassin's Handbook 3. Attack upon any GUILD-controlled or GUILD-owned area VIOLATION of such shall result in a TREASON charge and fall under PROCES VERBAL. --------------------------------------------------------------------------- & Judge of Change --------------------------------------------- Last Updated: 07/22/1998 ---- ** Section 249 ** The Forms must be obeyed. JUDGE OF CHANGE shall MONITOR that the forms of the Great Convention during a: 1. CHANGE OF FIEF 2. KANLY negotiations 3. Formal battle in a WAR OF ASSASSINS JUDGE OF CHANGE shall be officially appointed by the IMPERIUM and the LANDSRAAD HIGH COUNCIL. JUDGE OF CHANGE shall be expected to make timely reports to both the LANDSRAAD HIGH COUNCIL and the IMPERIUM. JUDGE OF CHANGE is expected to be familiar with the forms of the Great Convention. JUDGE OF CHANGE shall have authority to determine VIOLATION of form and declare a VICTOR as outlined by the Great Convention. DECISION may only be overturned by petition to the LANDSRAAD CONGRESS and duly voted upon. JUDGE OF CHANGE shall be RE-APPOINTED should original be deemed unfit to continue position. --------------------------------------------------------------------------- & KANLY --------------------------------------------- Last Updated: 07/22/1998 ---- ** Section 241 ** The Forms must be obeyed. KANLY shall be declared by the Siridar of one of the HOUSES involved. KANLY shall be declared before the LANDSRAAD HIGH COUNCIL and IMPERIUM. LANDSRAAD HIGH COUNCIL shall inform other HOUSE and request a REPLY. JUDGE OF CHANGE shall be appointed to oversee that proper forms are followed. Should either Siridar not be in position to declare for himself or his accounts are of question, an acting Siridar must be named and approved before the LANDSRAAD CONGRESS prior to invoking vendetta. DECLARATION is made in the form, "I, of House , do evoke the right and form of Kanly against my foe and kinsman House ." (Continued in Kanly2) --------------------------------------------------------------------------- & KANLY2 --------------------------------------------- Last Updated: 07/22/1998 ---- Upon receipt of REPLY, the IMPERIUM shall declare KANLY official and NEGOTIATIONS open. NO outside parties, apart from the appointed JUDGE, may observe or interfere in any part of the proceedings from this point forward. INITIATE shall be defined as the Great House that has formally declared KANLY. CHALLENGED shall be defined as the Great House that has been declared against. Negotiation is determined by consent of both parties involved and overseen by the JUDGE OF CHANGE. It is defined as one of the forms dictated below: 1. Terms of COMPENSATION may be chosen by the INITIATE and agreed upon by the CHALLENGED and thus settling the dispute. Transfer occurs in the proper Form. One party, either CHALLENGED or INITIATE, may forfeit his TITLE prior to settlement of negotiations and thus the na-Siridar and the other House may declare their intentions of revoking the dispute to the JUDGE OF CHANGE. a. The na-Siridar must be declared the rightful inheritor of said Title as recognized by the LANDSRAAD CONGRESS and the IMPERIUM prior to settlement. 3. PERSONAL COMBAT may be conducted in a closed session with the JUDGE OF CHANGE overseeing the events such that all forms are obeyed. a. All combat will take the form of single knife, unshielded battle between only the Heads of the respective Houses. b. Combat must be initiated by invoking the words, "The forms be obeyed. I, , chose the blade to settle the Kanly." c. These words must be followed by the second combatant with, "The forms will be obeyed. I will stand before the blade." Combat will continue until one or both combatants are dead. e. When one or both combatants die, the option of either withdrawing the Kanly or reopening negotiations is left in the hands of the heirs. f. If withdrawal from Kanly is selected, the victor shall receive a portion of the assets equal to and not to exceed 10% of the victor's own resources. The rest will be allotted to the IMPERIUM, set aside for support of the losing House's survivors. g. If reopening negotiations is selected, both parties will return to the discussion with the Judge of Change and proceedings shall continue. JUDGE'S BAN can be invoked by the Judge of Change. a. If an act of KANLY proves detrimental to the LANDSRAAD OR IMPERIUM as a whole, the BAN would halt all actions until such time the BAN can be lifted and proceedings continued b. VIOLATION of the BAN by instigating the other by any member of said HOUSE will result in a declaration of TREASON and fall under PROCES VERBAL. --------------------------------------------------------------------------- & KIDNAPPING --------------------------------------------- Last Updated: 01/18/99 ---- ** Section 295 ** The Forms must be obeyed. KIDNAPPING shall be the taking of Noble born of another HOUSE without HOUSE consent. KIDNAPPED shall be treated in proper Form, remaining unharmed throughout stay. KIDNAPPER shall declare events and terms to the LANDSRAAD HIGH COUNCIL. LANDSRAAD HIGH COUNCIL shall notify other HOUSE and await a reply for open negotiations. JUDGE OF CHANGE shall be appointed to oversee negotiations. Propriety of TERMS is judged by relative position and ranks of KIDNAPPED and KIDNAPPER. --------------------------------------------------------------------------- & WAR OF ASSASSINS --------------------------------------------- Last Updated: 07/22/1998 ---- ** Section 242 ** The forms must be obeyed. WAR OF ASSASSINS shall be declared by the Siridar of one of the HOUSES involved. WAR OF ASSASSINS shall be declared before the LANDSRAAD HIGH COUNCIL and IMPERIUM. LANDSRAAD HIGH COUNCIL shall inform other HOUSE and request a REPLY. JUDGE OF CHANGE shall be appointed to oversee that proper forms are followed. Before the presence of the JUDGE OF CHANGE, each HOUSE shall agree upon: 1. Exact number of ASSASSINS to be sent against the other. a. ASSASSIN shall be defined as one trained to perform in the function of a Professional and is knowledgeable with the Book of Assassins. Use of WEAPONS limited to those found within the Book of Assassins 3. None deemed INNOCENT shall be purposely subjected to attack with intent to kill. a. INNOCENT shall be defined as one who is not included in the APPROVED list of Targets, established by the JUDGE OF CHANGE and agreed upon by both HOUSES. 4. Actions of the HOUSE shall be overseen by the Siridar or a Siridar-appoint that has been trained in the ways of the Book of Assassins. VIOLATION shall be defined as the event or intent of event that does not conform to the agreed upon items above. JUDGE OF CHANGE can declare if events are in violation. Arrival of decision must be based upon investigation of evidence. HOUSE may also initiate through declaration to the JUDGE OF CHANGE or by personal observations made by the Judge of Change. (Continued in WOA3) --------------------------------------------------------------------------- & WOA3 --------------------------------------------- Last Updated: 07/22/1998 ---- When the Forms are violated, the JUDGE OF CHANGE can enact upon the INDIVIDUAL: 1. IMPRISON the Offender(s). Terms of Imprisonment shall be determined by the IMPERIUM. 2. EXILE the Offender(s). When the forms are violated, the JUDGE OF CHANGE can enact upon the violating HOUSE: 1. FINE the House. Funds will be divided between the victim to cover any losses and the IMPERIUM. 2. DEMOTION of the HOUSE to that of a lesser ranking within the LANDSRAAD. 3. Declaration as DEFEATED and thus transfer property and funds to VICTOR. a. Amount that can be kept by the defeated HOUSE shall not exceed the amount deemed necessary for continued survival of House members. (Continued in WOA4) --------------------------------------------------------------------------- & WOA4 --------------------------------------------- Last Updated: 07/22/1998 ---- Extent of violation, as viewed through weighing Rank of individual and Seriousness of Offense, shall be used by the Judge of Change to determine proper Penalty. VIOLATION may be contested through formal DECLARATION submitted to the LANDSRAAD HIGH COUNCIL and IMPERIUM. If either does not concur with the JUDGE OF CHANGE, the decision is overturned and any penalties are reverted. The CONCLUSION of the War of Assassins is marked by only one of two outcomes: 1. Complete SURRENDER of one HOUSE to another. The defeated HOUSE nobles are left alive without any holdings or title. Funds, set aside by the VICTOR, shall be used for humanitarian aid of the DEFEATED. 2. EXTERMINATION of the House. At which time, the HOUSE will cease to exist and all belongings revert to the VICTOR. Any survivors of the DEFEATED shall be taken in under the care of the IMPERIUM as Ward and protected against harm. WITHDRAWAL by both HOUSES prior to CONCLUSION shall be meet with a IMPERIAL FINE in recompensation for time and energy already wasted. --------------------------------------------------------------------------- & EXILE --------------------------------------------- Last Updated: 07/22/1998 ---- ** Section 302 ** The forms must be obeyed. Should a House be declared EXILE: 1. Public declaration of a CHANGE OF STATE shall be made before the IMPERIUM and the LANDSRAAD CONGRESS. 2. All titles, holdings, and funds shall be confiscated 3. Siridar and all family members shall be relocated to a point deemed to be SAFE by the a Guild representative. a. SAFE shall be defined as an area from which none other might disturb the former House. b. SAFE shall be defined as an area from which none of the former House might travel back into the known universe without formal request to the Guild. 4. Funds will be allocated from the reserves of the Imperial Court set aside for Humanitarian Aide to support Standard of Living for members of the Household. EXILE may only be reverted through the favor of the IMPERIUM and approval of the Landsraad High Council. INITIATION of reversal may only occur after a period of 5 Standard Imperial Years has transpired. --------------------------------------------------------------------------- & MALFEASANCE --------------------------------------------- Last Updated: 07/22/1998 ---- ** Section 270 ** The Forms must be obeyed. MALFEASANCE shall occur when one of the following has been violated: 1. Taking the life of a servant of another HOUSE. 2. Violation of FORMS of a WAR OF ASSASSINS not resulting in forfeit of OUTCOME. TRIAL shall be held before the LANDSRAAD CONGRESS and evidence presented. Majority vote is required to uphold claim.
