REMINDER: OOC Players Meeting tonight

We've scheduled an OOC Players Meeting for tonight, Tuesday, February 23, at
8:30pm EST. This meeting is the players' chance to speak about anything
related to Dune III in a forum-like environment with their fellow players,
heads, and admin.

While the admin team has no specific goal other than giving players a chance
to air their views, we do wish to let you know of some proposed changes that
are in the works so that you may comment on them at the meeting.

Please also note that this mailing list is intended not only as a means for
admin to inform players of various things but also for players to
communicate with each other. Ideal threads on this list would be discussions
on proposed changes, tiny-plot ideas, theme debates, etc.


Landsraad Congress
------------------

For our current system, see 'ICInfo Votes' and 'ICInfo Meetings-LC'.

* Proposed: The Spacing Guild no longer controls any votes within the
Landsraad Congress, but they do have veto power over all motions except
judicial processes (such as Proces Verbal) and elections.

* Proposed: Imperium holds 1/3 of all Landsraad Congress votes (ie, 1/2 of
the sum of those allotted to Houses Major). Further, House Corrino, as a
House Major, attains 2 (instead of 10) votes.

* Proposed: Majority of all accountable votes required to pass motions,
instead of majority of votes present at a given Congress session.

We are also looking into methods for determining how many votes a House
Major holds and how that number can be altered. Suggestions are welcome.
Thus far, there's the suggestion that the Spacing Guild (as a disinterested
third party) determines the status of each House Major before each meeting
of the Landsraad Congress and publishes its results.


Great Convention
----------------

We are in the process of reviewing the online Great Convention (see 'GC'
online), making sections clearer while contemplating adding more sections.
If you have ideas in this vein, send @mail to Tirus, one of our Landsraad
Sphere Admins.


CHOAM
-----

* Proposed: Houses will have the opportunity to divest themselves of
contracts in order to attain other contracts. This provision makes it
possible for almost any House Major to bid for the Arrakis Spice Mining
Contract, for instance.
